The mysterious "Captain" is the founder of Chubby Cheese's (a parody of Chuck E. Cheese's), but in actuality Chubby Cheese's is just a front for a secret organization that seeks a worn-out, yet timeless goal: world domination. He uses the restaurant/game arcade chain to lure and find genius children which he can manipulate into building weapons for him.
At the end of the episode, he claims he will meet Dexter again, but so far this never happened.
